Japan unter der neuen Regierung Hatoyama: Angekündigter Wandel, wenig Wirkung

Abstract

Nach fast 60-jähriger LDP-Führung regiert seit dem 30. August 2009 die DPJ (Demokratische Partei Japans) das Land, zusammen mit ihren Koalitionspartnern SDP (Sozialdemokratische Partei) und PNP (Neue Volkspartei). Veränderung hatte das Schlagwort der DPJ-Wahlkampagne gelautet. Für den außenpolitischen Teil in Hatoyamas Parteiprogramm bedeutet dies eine deutlichere Hinwendung zu Asien und eine distanziertere Haltung gegenüber den USA. Mit Blick auf den japanisch-amerikanischen Sicherheitsvertrag werden nichtmilitärische Kooperationsmöglichkeiten im Bündnis einen Schwerpunkt darstellen. Zudem sind immer mehr Versöhnungsgesten gegenüber China und Südkorea zu beobachten. Die Pläne zu innenpolitischen Reformen, unter anderem der Ministerialbürokratie, werden langsam klarer. So soll eine Regierungskonferenz sich mit Verwaltungsreformen beschäftigen. Obwohl jedoch die Regierung ihr außenpolitisches Programm als »neu« deklariert hat, wird es langfristig keine Veränderung in Japans Außenpolitik geben. Nicht auf sie wird sich das Hauptaugenmerk der DPJ in naher Zukunft richten, sondern darauf, möglichst viele Wahlversprechen in der Innenpolitik einzulösen
