Nach dem Gipfel von Den Haag: Rußland und das neue Modell der Partnerschaft mit der EU

Abstract

Seit dem 14. EU-Rußlandgipfel, der am 25. November 2004 in Den Haag stattgefunden hat, konzentriert sich das Augenmerk der Gipfelpartner auf die Ukraine-Krise. Doch über dieses tagesaktuelle Geschehen hinaus ist es nicht minder wichtig, die im Mai 2004 vollzogene EU-Osterweiterung mit einem neuen Modell der EU-Rußland-Partnerschaft wirkungsvoll zu flankieren. Anknüpfungspunkt wäre die Gemeinsame Erklärung vom 6. November 2003 über die Errichtung von vier 'Gemeinsamen Räumen' auf der Basis des bis 2007 geltenden Partnerschafts- und Kooperationsabkommens (PKA). Der schleppende Fortgang der Arbeiten daran und das russische Unbehagen über den Gesamtzustand der Beziehungen lassen manche dafür plädieren, nicht nur über die Ausgestaltung der vier Räume, sondern auch über einen neuen Grundvertrag zu beraten.
