Allgemeiner Gesellschaftsdienst: Politischer Wille und gesellschaftliche Akzeptanz als ein Weg zum Erfolg

Abstract

Ende 2019 unternahm die CDU-Vorsitzende einen neuen Vorstoß zur Einführung einer allgemeinen Dienstpflicht. In der dadurch ausgelösten Debatte geht es nicht nur um verfassungsrechtliche Bedenken, inwieweit der Staat mit einem Zwangsdienst in das Leben junger Menschen eingreifen darf. Auch wuchsen im Zuge der Corona-Pandemie die Herausforderungen für die Einsatzkräfte in Deutschland und Europa. Das veränderte die Diskussion über die Solidarität in der Gesellschaft und über einen allgemeinen Gesellschaftsdienst. Die Bundeswehr stellte eigens das Einsatzkontingent Hilfeleistungen Corona auf. Bei voller Ausschöpfung des Personals und höheren Infektionszahlen könnte sie aber ihre internationalen Verpflichtungen wohl nur noch zum Teil erfüllen. Zugleich befürworten immer mehr der 18- bis 30-jährigen Deutschen ein größeres außen- und sicherheitspolitisches Engagement. Die komplexen Aufgaben im Inneren und Äußeren machen eine größere Beteiligung der Bevölkerung nötig, etwa um Personallücken im Zivil- und Katastrophenschutz zu füllen und außenpolitische Maßnahmen auszuweiten.
