Ukraine: Verzögerte Regierungsbildung. Nach der Parlamentswahl dominieren alte Machtkonflikte

Abstract

Nach den Parlamentswahlen in der Ukraine am 30. September 2007 sah es zunächst nach einer schnellen Wiederauflage der orangefarbenen Koalition aus. Doch die politischen Kräfte sortieren sich immer noch. Die knappen Mehrheiten lassen im Übrigen kaum erwarten, dass sich das politische System grundlegend stabilisiert. Eine neue Regierung, etwa unter einer Premierministerin Julija Tymoschenko, wird sich nur dann behaupten können, wenn sie die Opposition zur konstruktiven Mitarbeit bewegen kann. Der Reformdruck in der Wirtschafts-, Energie- und Sozialpolitik und eine dichte außenpolitische Agenda erfordern die zügige Konstituierung einer Regierung. Was indessen droht, ist die Fortsetzung alter Machtkämpfe und ein verfrühter Wahlkampf um die Präsidentschaft. Die EU sollte dennoch gerade jetzt die Partnerschaft mit der Ukraine stärken.
