Die Frage des kasachischen Vorsitzes und die Zukunft der OSZE

Abstract

Mit dem Ministerratstreffen der OSZE am 4./5. Dezember in Brüssel endet die Phase des belgischen Vorsitzes im Jahr 2006. Damit bietet sich die Gelegenheit für eine Bilanz der Entwicklungen in der OSZE im vergangenen Jahr. Das Bild ist eher düster: Die Aktivitäten der Organisation im Bereich der »menschlichen Dimension« sind unter den Mitgliedern nach wie vor umstritten, die Bemühungen um Konfliktregelung weitgehend erfolglos geblieben und die angestrebte institutionelle Reform ist versandet. Vor allem aber droht die kasachische Bewerbung um den OSZE-Vorsitz im Jahr 2009 die Organisation so zu polarisieren, dass auch der spanische Vorsitz im Jahr 2007 kaum Handlungsspielräume für eine Stärkung der OSZE haben wird. Denn die Übertragung von Führungsverantwortung an einen Mitgliedstaat, der die Grundwerte der Organisation nur unzureichend repräsentiert, wirft die grundsätzliche Frage nach der Glaubwürdigkeit und der zukünftigen Ausrichtung der OSZE auf.(SWP-aktuell/ SWP)
