Fortschritt bei der Umstrukturierung von Staatsanleihen

Abstract

Bei ihrem Treffen am 20. und 21. November in Berlin begrüßten Finanzminister und Notenbankgouverneure der G20-Staaten einhellig die zwischen Emissionsländern und Vertretern des Privatsektors vereinbarten 'Grundsätze für stabile Kapitalströme und gerechte Umschuldung in Schwellenländern'. Im Verbund mit der zunehmenden Verbreitung von Kollektivklauseln in Anleihensverträgen von Schwellenländern erleichtert dieser freiwillige Verhaltenskodex die Bewältigung von Finanzkrisen durch eine geordnetere Umstrukturierung staatlicher Schulden. Die internationale Gemeinschaft sollte darauf dringen, daß die Verpflichtung auf die 'Grundsätze' und die Anwendung von Kollektivklauseln für alle neu zu emittierenden Staatsanleihen obligatorisch werden.
