Polarmacht USA: Mit Volldampf in die Arktis

Abstract

Das schmelzende Eis der Arktis wirkt nicht nur als Frühwarnsystem des Weltklimas, sondern macht diesen Raum auch zum Indikator für den Wandel in der internatio­nalen Sicherheitspolitik. Für die Trump-Regierung ist dabei die Vorstellung einer Großmachtkonkurrenz in der Arktis leitend. Sie kann der Region sowohl nutzen wie schaden: Ein größeres Engagement der USA wäre zwar zu begrüßen. Wenn dies aber mit dem Versuch einhergeht, andere Staaten auszugrenzen, würde dadurch das hohe Maß an Kooperation beschädigt, das bislang in der Arktis gepflegt wurde. Die Arktis­politik der USA erweist sich als abhängige Variable der Großmachtrivalität. Die damit verbundene Polarisierung der Beziehungen erschwert die Erarbeitung gemeinsamer Lösungen, die nötig sind, um die von der Klimaerwärmung verursachten Veränderungen zu bewältigen.
