Afghanistans Wahlkrise: Die gefälschte Präsidentschaftswahl und Strategien für "danach"

Abstract

Aufgrund systematischer Fälschungen bei der ersten Runde der Präsidentschaftswahl am 20. August ist Afghanistans politischer Prozess in eine Sackgasse geraten. Es ist fraglich, ob das verlorene Kapital mit der Stichwahl am 7. November zurückgewonnen werden kann. Die Wahrscheinlichkeit erneuten Betrugs ist hoch. Die eingetretene Legitimitätskrise erfordert einen neuen gesamt-afghanischen Konsens über die politische Zukunft des Landes. Dagegen würde ein »Weiter so« neue Strategieansätze zur Stabilisierung Afghanistans von vornherein ad absurdum führen. Die internationale Gemeinschaft muss in dieser Phase einen primär politisch-diplomatischen Ansatz entwickeln, der über Wahlnachbesserungen hinausreicht
