Abstract

Die Arktis ist 2007 in die Schlagzeilen geraten. Entscheidend beigetragen hat die globale Klimaerwärmung. Erstmals ist eine der arktischen Haupt-Schifffahrtswege - die sogenannte Nordwestpassage vor Kanada - vom Pazifik bis zum Atlantik eisfrei. Der arktische Eispanzer schmilzt. Das Nordpolarmeer und seine Ressourcen werden damit leichter zugänglich und mittelfristig nutzbar. Nahezu alle Anrainerstaaten melden territoriale Ansprüche an. Angesichts dessen geht es um die Frage, ob der arktische Meeresboden international bleibt oder ob er zu großen Teilen national aufgestückelt wird. Ferner geht es darum, in welchem Ordnungsrahmen dafür Sorge zu tragen ist, dass die arktische Umwelt intakt gehalten wird. Aus Sicht der Bundesrepublik gilt es, in den einschlägigen Gremien die deutschen Mitspracherechte geltend zu machen, wenn es um Belange der Arktis geht. (SWP-aktuell / SWP)
