Rückenwind für die Klimapolitik

Abstract

Es gibt neue Hoffnung für die Klimapolitik, und dazu haben mindestens drei Ereignisse Anlaß geboten: Die russische Ratifizierung des Kyoto-Protokolls ermöglicht dessen Inkrafttreten am 16. Februar 2005. Mit Tony Blairs G-8-Initiative, in einer kraftvollen Rede am 14. September 2004 vorgetragen, hat zum ersten Mal ein Schwergewicht internationaler Politik seine Reputation für die Ziele der Klimapolitik in die Waagschale geworfen. Schließlich wird am 1. Januar 2005 das europäische Emissionshandelssystem in Kraft treten, eine Premiere, die weltweit Beachtung findet. Nun bedarf es begleiten-der Maßnahmen, um den vorhandenen Auftrieb zu nutzen. Die zehnte Vertragsstaatenkonferenz in Buenos Aires (6. - 17.12.2004) bietet eine erste Gelegenheit dazu, das Momentum muß aber auch genutzt werden, um auf dem G-8-Gipfel im nächsten Jahr (6. - 8.7.2005) Pflöcke für eine über Kyoto hinausreichende Klimapolitik einzuschlagen.
