Die klientelistische Wirtschaftspolitik Polens unter Jarosław Kaczyński: Staatliche Ressourcen im Dienste der Regierungspartei PiS

Abstract

Die Partei Recht und Gerechtigkeit (Prawo i Sprawiedliwość - PiS) hat die Parlamentswahlen in Polen am 13. Oktober erneut gewonnen. Ihr Sieg bei den Wahlen 2015 und die Regierungsübernahme hatten diverse Folgen für die polnische Ökonomie, die bis heute wirksam sind: Die Wirtschaftspolitik wurde auf Sozialtransfers an Wählergrup­pen ausgerichtet, das Klientel-Netzwerk der Partei ausgeweitet, der Einfluss des von der PiS dominierten Staates auf die Wirtschaft ausgebaut. Zwar sind die Aussichten für stabile öffentliche Finanzen weiterhin gut, jedoch werden massive Finanztransfers und die Schwächung der Institutionen den wirtschaftlichen Handlungsspielraum künftiger Regierungen erheblich einengen. Insbesondere fehlt es an staatlich induzierten Entwicklungsimpulsen, die nötig sind, um eine Reihe struktureller Probleme anzugehen und das auf billigen Arbeitskosten beruhende Wirtschaftsmodell zu modernisieren.
