Vereinte Nationen beschließen Atomwaffenverbot: Ein neuer Vertrag spaltet die Staatenwelt, bietet aber auch Chancen zur Abrüstung

Abstract

Am 7. Juli 2017 haben 122 VN-Mitgliedstaaten in New York einen Vertrag zum Verbot von Kernwaffen beschlossen. Alle neun Staaten, die Atomwaffen besitzen, waren den Verhandlungen ferngeblieben, ebenso wie Deutschland und fast alle anderen Nato-Staaten. Aus Sicht der Befürworter ist die Einigung auf den Vertrag trotzdem ein Erfolg. Sie hoffen, dass das Abkommen einen ersten Schritt auf dem Weg zu einer umfassenden Ächtung von Atomwaffen markiert. Ein deutscher Beitritt zu dem Vertrag wäre unvereinbar mit der Mitgliedschaft in einer Nato, die sich als nukleare Allianz versteht. Ignorieren sollte Deutschland das Abkommen trotzdem nicht. Es wird nun darauf ankommen, Wege zu finden, das Atomwaffenverbot für eine Stärkung des nuklearen Nichtverbreitungsregimes zu nutzen.
