Nach der Dumawahl: Zur Gestaltung der Partnerschaft EU-Rußland

Abstract

Die Parlamentswahl in Rußland am 7. Dezember 2003 hat Putin in der Staatsduma eine Zwei-Drittel-Mehrheit aus kremltreuen Zentristen (Einiges Rußland) sowie linken und rechten Nationalisten (Heimat/LDPR) beschert. Diese Kräftekonstellation dürfte aller Voraussicht nach für alle Politikbereiche, insbesondere für die russische Außenpolitik, Folgen haben. Während russische Analysten bereits über einen neuen Kurs der Putin-Administration gegenüber den Mitgliedsländern der Gemeinschaft Unabhängiger Staaten (GUS) räsonieren, richtet sich das Augenmerk in Westeuropa auf das künftige Verhältnis Rußlands zur EU. Hier geht es für beide Seiten nicht nur darum, die Partnerschaft an die Erfordernisse der am 1. Mai 2004 bevorstehenden EU-Osterweiterung anzupassen, sondern zugleich auch neue Wegmarken für die weitere Zusammenarbeit zu setzen. (SWP-aktuell / SWP)
