Feste Spielregeln für die Aufteilung des Arktischen Ozeans: Zur Ilulissat-Erklärung der arktischen Anrainerstaaten

Abstract

Die fünf Arktis-Anrainerstaaten Dänemark, Kanada, Norwegen, Russische Föderation und Vereinigte Staaten von Amerika (»A5«) haben Ende Mai 2008 eine - sorgfältig redigierte - Erklärung verabschiedet. Die nach dem grönländischen Konferenzort benannte »Erklärung von Ilulissat« steckt den Rahmen für die ins Auge gefasste Kooperation der A5 ab. Man kann aus ihr auch künftige Spielregeln für Rechtsordnung, Forschung, den Umgang mit Ressourcen und mit dem Ökosystem des Arktischen Ozeans ablesen. Die A5 betonen mit der Erklärung ihre Vorrangstellung in diesem Raum. Sie sprechen sich für die Geltung des Seevölkerrechts in der Arktis, zugleich aber gegen einen spezifischen Arktisvertrag aus. Dies ist ein wichtiges Signal für weitere mögliche Arktis-Spieler und die internationale Gemeinschaft und ist daher auch für die Bundesrepublik von Interesse, der aus Umwelt-, Forschungs- und Wirtschaftsgründen der arktische Raum nicht gleichgültig sein kann
