Der Europäische Auswärtige Dienst: Elemente eines Drei-Phasen-Plans

Abstract

Mit der Unterzeichnung des Verfassungsvertrages am 29. Oktober wurden formell die Vorarbeiten für den Aufbau eines Europäischen Auswärtigen Dienstes (EAD) eingeleitet. Der Dienst soll sich aus einschlägigen Abteilungen des Ratssekretariats, der Europäischen Kommission und aus Diplomaten der nationalen Außenministerien zusammensetzen. Im Hinblick auf den aufzubauenden EAD hat ein Wettbewerb unter den EU-Institutionen um die politische Einflußnahme auf die Reorganisation der europäischen Außenpolitik und die in diesem Bereich zu verteilenden finanziellen Mittel begonnen. Damit der Dienst nicht zum Zerrprodukt Brüsseler Machtkämpfe wird und das mit dem Verfassungsvertrag für das auswärtige Handeln der EU angestrebte 'Europa einer Stimme' eine reelle Chance erhält, sollte rasch ein von allen EU-Institutionen und Mitgliedstaaten unterstützter und kohärenter 'Drei-Phasen-Plan' zur Errichtung und zur Instrumentierung des Dienstes erarbeitet werden.
