Für eine friedliche Transition im Sudan: Aktuelle Entwicklungen und mögliche Szenarien

Abstract

Die guten Nachrichten vom Horn von Afrika scheinen nicht enden zu wollen. Erst übernimmt mit Abiy Ahmed ein junger Reformer die Führung in Äthiopien, ein Jahr später wird Sudans Diktator Omar al-Bashir nach dreißig Jahren Herrschaft gestürzt. Ausgerechnet das sudanesische Militär hatte nach Monaten ziviler und friedlicher Proteste den Machthaber aus dem Amt gedrängt. Knapp vier Monate später steht eine Regierung aus Zivilisten und Militärs, die von Abdalla Hamdok angeführt wird, einem Ökonomen mit jahrzehntelanger Erfahrung bei den Vereinten Nationen. Ob sich der Übergang weiterhin positiv entwickelt, wird von der Bereitschaft des Sicherheitsapparats abhängen, die Macht an eine zivile Führung zu übergeben. Entscheidend für die Stabilisierung und die wirtschaftliche Leistungsfähigkeit des Landes wird aber auch sein, ob und in welchem Ausmaß externe Akteure den sudanesischen Transformationsprozess unterstützen.
