Statebuilding in der Legitimitätskrise: Alternativen sind gefragt

Abstract

Seit Jahren engagiert sich Deutschland im Rahmen internationaler Missionen beim Staatsaufbau in Afghanistan, Bosnien-Herzegowina und Kosovo. Ziel der Einsätze ist der Aufbau moderner Staatlichkeit auf der Grundlage einer umfassenden Transformation von Staat und Gesellschaft. Diese trifft auf vielfältigen Widerstand, der den Erfolg der Missionen gefährdet. Mit ausbleibendem Erfolg schwindet die öffentliche und politische Unterstützung in den am Staatsaufbau beteiligten Nationen. Inzwischen wird die Legitimität von Statebuilding grundsätzlich in Frage gestellt. Die vorgeschlagene Alternative verbindet effektives und legitimes Regieren durch staatliche und nichtstaatliche Akteure auf lokaler und internationaler Ebene. Dadurch wird das Recht auf Selbstbestimmung gestärkt und die Wirksamkeit des Regierens sichergestellt
