Fallstricke und Chancen in Simbabwe: Entwickelt sich eine neue Dynamik zur Lösung des politischen Konflikts?

Abstract

Am 18. September 2007 einigten sich Vertreter der simbabwischen Regierungspartei ZANU-PF und der Oppositionspartei MDC im südafrikanischen Pretoria darauf, im Parlament in Harare eine umstrittene 18. Verfassungsnovelle zu verabschieden. Die Opposition ist damit von ihrer Maximalforderung, der Ausarbeitung einer neuen Verfassung, einstweilen abgerückt und hat einer Politik der kleinen Schritte zugestimmt, um dem Land nach und nach aus der Krise zu verhelfen. Der Erfolg dieser neuen Taktik hängt davon ab, ob die Regierung ihrerseits nun auf die Opposition zugeht und deren Hauptforderungen, unter anderem die Rücknahme der restriktiven Gesetze zur öffentlichen Sicherheit und zur Einschränkung der Medienfreiheit, erfüllt.
