Der Einsatz der EU im Kongo: Abbrechen oder verlängern?

Abstract

Seit dem 30. Juli 2006 wirkt Deutschland im Rahmen der Operation EUFOR RD Congo als Führungsnation daran mit, die Durchführung der Wahlen in der Demokratischen Republik Kongo zu sichern. Das Mandat ist auf vier Monate und den Raum Kinshasa beschränkt. Im ersten Wahlgang erhielt keiner der Kandidaten eine absolute Mehrheit. Der Bekanntgabe der Wahlergebnisse folgten mehrtägige Zusammenstöße zwischen den verschiedensten Akteuren mit Toten und Verletzten. Die Stichwahl hat am 29. Oktober 2006 stattgefunden und verlief weitgehend ruhig. Mit Ergebnissen wird Mitte November gerechnet. Das Mandat der EU-Truppe endet am 30. November 2006. Die Amtseinführung des Präsidenten wird für den 10. Dezember erwartet. Kann dieser Einsatz trotz der engen funktionalen, räumlichen und zeitlichen Beschränkungen das politische Ziel, die Stabilisierung des Kongo durch eine freie Präsidentenwahl, erreichen?n (SWP-aktuell / SWP)
