Die Saat geht nicht auf: EU-Handels- und -Agrarpolitik können strukturelle Fluchtursachen nicht beseitigen, sondern allenfalls abfedern

Abstract

Laut Internationaler Organisation für Migration (IOM) erreichten seit Beginn 2016 etwa 22 000 Flüchtlinge aus Nigeria, 15 000 aus Eritrea und jeweils etwa 7000 aus Senegal, Gambia, Guinea und Côte d'Ivoire Europa. Die Länder, aus denen sie stammen, leiden unter großen politischen Konflikten und wirtschaftlichen Schwierigkeiten. Vielfach sind dies aber auch Länder, mit denen die EU schon vor längerer Zeit Handelsabkommen vereinbart hat und in denen sie die Landwirtschaft und die Versorgung mit Nahrungsmitteln unterstützt. Insofern stellt sich die Frage, wie Wirtschaft, Ernährungskrisen, Konflikte und Flucht zusammenhängen und welche Rolle europäische Handels- und Agrarpolitik bei dem Bemühen spielen können, Fluchtursachen zu bekämpfen.
