Diplomatisches Neuland für die EU: Den Erfolg des Europäischen Auswärtigen Dienstes durch regelmäßige Evaluierung sichern

Abstract

Am 1. Januar 2011 hat der Europäische Auswärtige Dienst (EAD) seine Arbeit aufgenommen. Unter der Verantwortung der Hohen Vertreterin schreitet sein Aufbau weiter voran. In den nächsten Monaten gilt es Entwicklungen abzuwenden, die die Funktions- und Arbeitsfähigkeit des Dienstes sowie den einheitlichen internationalen Auftritt der Union gefährden. Wenn der EAD Kohärenz und strategisches Handeln in den EU-Außenbeziehungen nachhaltig befördern soll, bedarf es einer strukturierten Evaluierung und Anpassung des neuen diplomatischen Gefüges
