Abstract

Der Taschenrechner dürfte bald zum wichtigsten Ausrüstungsgegenstand der Bundeswehr werden, denn die Finanzkrise wird auch vor dem deutschen Verteidigungsetat nicht haltmachen. Es bedarf einer Antwort auf die Frage, wie die Bundesrepublik in den nächsten Jahren einen dauerhaften, effizienten und bezahlbaren Beitrag zu Sicherheit und Verteidigung in und für Europa leisten kann. Dabei reicht es nicht aus, den Fokus ausschließlich auf den deutschen Kontext zu richten. Im Gegenteil - die Tradition national gedachter Verteidigungsplanung muss durchbrochen werden, damit sich Effizienzpotentiale auf EU-Ebene nutzen lassen. Mit Blick auf die Zukunft der Bundeswehr ist zu fragen, wie eine solche Richtungsänderung bündnisverträglich, transformationskonform und einsatzgerecht gestaltet werden kann
