Das Stockholmer Programm: Schwierige Weichenstellung in der europäischen Justiz- und Innenpolitik

Abstract

Die EU-Institutionen haben die Arbeit am Stockholmer Programm aufgenommen, einem Strategiedokument, das die Weichen für die Justiz- und Innenpolitik (JI) der nächsten fünf Jahre stellen soll. Die anstehenden Verhandlungen eröffnen die Chance für eine längerfristige Ausrichtung der sensiblen JI-Politiken und eine kohärente Entwicklung des differenzierten Politikfelds. Doch der von der Kommission im Juni vorgelegte Vorschlag nimmt zu viel Rücksicht auf den schwierigen Verhandlungskontext. Damit läuft die EU Gefahr, kurzfristigen politischen Beschränkungen zum Opfer zu fallen. Bevor sie geschäftsmäßig die Vorbereitungsphase weitertreibt, sollte sie sich zunächst darüber klar werden, was sie mit dem Stockholmer Programm längerfristig erreichen will und kann
