Palästina-Konferenz in Berlin: Chancen für Sicherheitsreformen der Palästinensischen Autonomiebehörde

Abstract

Für den 24.Juni 2008 plant die Bundesregierung eine Konferenz in Berlin, die über Möglichkeiten zur Stärkung des zivilen Sicherheitsapparates und des Justizsystems der Palästinensischen Autonomiebehörde (PA) beraten soll. Die angestrebten PA-Reformen sollen allerdings auf die West Bank beschränkt bleiben und sich vor allem auf den Ausbau der operativen Kapazitäten des PA-Sicherheitsapparates konzentrieren. Die islamistische Hamas-Bewegung, die im Juni 2007 gewaltsam die Macht im Gaza-Streifen übernommen hat, wird von der internationalen Gemeinschaft weiterhin politisch und wirtschaftlich isoliert. Um eine Verbesserung der Sicherheitslage zu erreichen, bedarf es jedoch einer internationalen Strategie, die bei den Grundproblemen ansetzt und alle sicherheitsrelevanten Akteure einbezieht. Daher sollte auch mit der Hamas-Führung im Gaza-Streifen ein sicherheitspolitischer Dialog geführt werden
