Streumunition im Visier des Völkerrechts: Die politischen Prozesse zum Erreichen eines Abkommens zu Streumunition

Abstract

Im November und Dezember finden sowohl innerhalb als auch außerhalb der VN richtungsweisende Konferenzen auf dem Weg zu einer völkerrechtlichen Übereinkunft zu Streumunition statt. Die Gespräche und Verhandlungen mit dem Ziel eines Abkommens, das explizit den Einsatz von Streumunition einschränkt oder verbietet, werden in zwei Foren geführt: innerhalb der VN seit 2004 im Rahmen des »Übereinkommens über das Verbot oder die Beschränkung des Einsatzes bestimmter konventioneller Waffen, die übermäßiges Leiden verursachen oder unterschiedslos wirken können« (VN Waffenübereinkommen) und außerhalb der VN seit Februar 2007 im Kreis der Teilnehmer des »Oslo-Prozesses«. An beiden Gremien ist Deutschland aktiv beteiligt. Welche Probleme stellen sich in den Verhandlungen bzw. Konsultationen in den beiden Foren, welche Erfolgsaussichten gibt es, und wie sollte Deutschland angesichts der anstehenden Konferenzen Einfluss auf die Prozesse nehmen? (SWP-aktuell / SWP)
