Türkei-Verhandlungen vor dem Aus?

Abstract

Die EU fordert von der Türkei, dass sie im Sinne eines noch zu ratifizierenden Zusatzprotokolls zum Abkommen über die Zollunion (griechisch-)zyprischen Schiffen und Flugzeugen erlaubt, türkische Häfen und Flugplätze zu nutzen. Die Regierung Erdogan ist dazu aber nur bereit, wenn gleichzeitig direkte Handelsbeziehungen zwischen der EU und der separatistischen Türkischen Republik Nordzypern ermöglicht werden, wie Brüssel dies im April 2004 versprochen hatte. Dieser Schritt wiederum wird durch das EU-Mitglied Republik Zypern verhindert. Wenn es zu keinem Kompromiss kommt, können die Beitrittsverhandlungen der EU mit der Türkei zum Jahresende scheitern. Doch auch im Fall eines Kompromisses ist die Wahrscheinlichkeit groß, dass sie früher oder später in der 'Sackgasse Zypern' enden werden. Die Verhandlungen sollten deshalb ausgesetzt werden, bis eine Regelung des Zypernproblems gefunden worden ist. (SWP-aktuell / SWP)
