Lateinamerikanisches Spiegelfechten? Die Vertagung des kontinentalen Freihandelsabkommens als Herausforderung für Europa

Abstract

Wenn es noch eines sichtbaren Beweises dafür bedurft hätte, daß die Lateinamerika-Politik der USA gescheitert ist, wurde er durch den jüngsten Amerika-Gipfel im argentinischen Mar del Plata erbracht. Nur unter großen Schwierigkeiten gelang es den USA, ihr Prestigeobjekt einer gesamtamerikanischen Freihandelszone (FTAA) im Protokoll der Tagung unterzubringen. Insbesondere die Länder des Mercosur und Venezuela wandten sich gegen diese Initiative. Manche Debatten um dieses Projekt erinnern an Schlachten der Vergangenheit, die sich an Fragen der Marktöffnung und Neubestimmung der Staatsfunktionen entzündeten und die nun im neuen Gewande regionaler Autonomie und Selbstbestimmung wiedererstehen. Für Europa stellt sich die Frage, wie es auf das Auseinanderdriften Lateinamerikas reagieren soll. Sein eigener Ansatz der subregionalen Kooperation und übergreifender Dialoge jedenfalls scheitert zunehmend an der Realität der inneren Spaltung Lateinamerikas. (SWP-aktuell / SWP)
