Polens Gewicht und die doppelte Mehrheit: Vor dem Endspiel der Regierungskonferenz

Abstract

Polens Regierung hat die Verteidigung der Stimmengewichtung, wie sie der Vertrag von Nizza vorsieht, zum prioritären Anliegen bei der Regierungskonferenz und zu einer Kernfrage ihrer Europapolitik stilisiert. Hinter der mit Nachdruck und großer Entschlossenheit vorgebrachten polnischen Forderung stehen grundsätzliche außen-und europapolitische Zielsetzungen sowie innenpolitische Zwänge. Polens Regierung darf von der Regierungskonferenz in Sachen Abstimmungsverfahren nicht mit leeren Händen nach Warschau zurückkehren, da dies nicht nur die polnische Ratifizierung der europäischen Verfassung gefährden könnte. Gleichzeitig sollte ein Scheitern oder ein Hinausschieben der »doppelten Mehrheit« bei den Abstimmungen im Rat verhindert werden. Im Text werden einige Optionen skizziert, die bei der abschließenden Zusammenkunft der Regierungskonferenz am 12. und 13. Dezember berücksichtigt werden könnten. (SWP-aktuell / SWP)
