Das Grünbuch zum EU-Asylsystem: Notwendig, aber nicht hinreichend

Abstract

Bis Ende 2010 muss laut Haager Programm des Europäischen Rates über die »zweite Phase« der europäischen Asylpolitik entschieden werden. In der ersten Phase wurden Mindeststandards für den Flüchtlingsschutz beschlossen, nun sollen diese Schutzstandards verbessert werden. Um die Debatte darüber in Gang zu bringen, hat die Europäische Kommission im Juni 2007 ein Grünbuch vorgelegt. Dieses enthält wertvolle Vorschläge zur weiteren Harmonisierung, greift jedoch mit seiner Beschränkung auf asylpolitische Fragen zu kurz. Das Problem sind »gemischte« Wanderungen von Flüchtlingen und Migranten, und dieses Problem wird ohne Berücksichtigung migrationspolitischer Aspekte nicht bewältigt werden können. Wenn der Flüchtlingsschutz substanziell verbessert werden soll, könnte es hilfreich sein, die Asylpolitik enger mit dem Gesamtansatz zur Migrationsfrage der EU zu verbinden. (SWP-aktuell / SWP)
