Ein kluger Wegweiser: Der Türkei-Bericht der Europäischen Kommission

Abstract

Am 17. Dezember wird der Europäische Rat darüber entscheiden, ob mit der Türkei Beitrittsverhandlungen aufgenommen werden sollen. Seine Entscheidung wird er auf den Türkei-Bericht stützen, den die Kommission am 6. Oktober vorgelegt hat. Dieser umfangreiche Kommissionstext bietet eine gute Grundlage für die Vorbereitung des Verhandlungsmandats und die eigentlichen Verhandlungen. Er macht deutlich, warum die Verhandlungen mit der Türkei anders ablaufen werden und im Interesse beider Seiten am Erfolg auch anders ablaufen müssen als jene mit den Ländern der bisherigen Erweiterungsrunden. Der Europäische Rat sollte den Türkei-Bericht und dessen Empfehlung bei seiner Beschlußfassung umfassend berücksichtigen. (SWP-aktuell / SWP)
