Deutschland und der Euro-Stabilitätspakt: Deutsche Finanz- versus europäische Geldpolitik

Abstract

Der EU-Finanzministerrat (Ecofin) hat am 25. November 2003 beschlossen, daß Deutschlands und Frankreichs hohes Haushaltsdefizit kein Budget-Verfahren der EU-Kommission gegen Berlin und Paris rechtfertigt. Diese Entscheidung markiert einen Bruch mit der stabilitätspolitischen Philosophie der an der Wirtschafts- und Währungsunion (WWU) beteiligten Regierungen, die bis dahin an einer mittelfristigen Haushaltskonsolidierung zumindest verbal festgehalten hatten. Zwar kann eine solche Verletzung des unter deutscher Federführung beschlossenen Stabilitäts- und Wachstumspaktes einmalig und ausnahmsweise als ein aus der Not geborener konjunkturfördernder Akt akzeptiert werden. Mittel- und langfristig müssen die Finanzen der Euro-Länder jedoch im Einklang mit den Kriterien des Stabilitätspaktes geregelt werden. (SWP-aktuell / SWP)
