Wird Deutschland "Energiedrehscheibe" für Russlands Erdgas? Gasproms Kehrtwendung beim Schtokman-Gasfeld und die deutsch-russischen Beziehungen

Abstract

Anfang Oktober 2006 teilte die russische Gasprom mit, dass sie die technologisch anspruchsvolle Erschließung des Schtokman-Gasfelds in der Barentssee ohne westliche Teilhaber realisieren möchte. Statt dort - wie bisher vorgesehen - Flüssiggas für den Transport in die USA zu erzeugen, soll nun von Schtokman aus zunächst die Ostseepipeline über Land mit Erdgas gespeist werden. Der Kreml bietet Deutschland in diesem Kontext die Funktion einer 'Energiedrehscheibe' an. Diese Funktion übt die Bundesrepublik jedoch bereits aus. Denn schon jetzt wird russisches Erdgas über ihr Territorium geleitet. Durch die von Gasprom zu Schtokman getroffenen Entscheidungen verändert sich die Situation für Deutschland mithin nicht. Die russischen Avancen setzen Deutschland allerdings einem erhöhten Druck zur Rechtfertigung gegenüber europäischen Nachbarn aus, die eine zu enge deutsch-russische Energieallianz fürchten.
