Herbst der Patriarchen: Wahlen, dynastischer Herrschaftswechsel und "Rosenrevolution" im Südkaukasus

Abstract

Im Oktober und November 2003 fanden in Aserbaidschan und Georgien unter Fälschungsverdacht Präsidenten- und Parlamentswahlen statt, die sehr unterschiedliche Entwicklungen in Gang setzten. In beiden Ländern regierten bis dahin die ältesten Staatsoberhäupter dieser Region. In Aserbaidschan ging die erste dynastische Herrschaftsnachfolge im postsowjetischen Raum über die Bühne. In Georgien dagegen stolperte erstmals eine Regierung über den Verdacht der Wahlfälschung. Die Herrschaftsübertragung vom Vater auf den Sohn in Aserbaidschan und die »Rosenrevolution« in Georgien, die das planmäßige Ende der Schewardnadse-Ära um anderthalb Jahre vorverlegt, senden gegensätzliche Signale an nachsowjetische Präsidialautokratien und konfrontieren auch westliche Politik mit dem spannungsgeladenen Verhältnis zwischen »Demokratisierung« und »Stabilitätswahrung« im Süden des GUS-Raums.
