Globales Regieren durch Clubs: Definition, Chancen und Grenzen von Club Governance

Abstract

G20 in London im April, G8 in L'Aquila im Juli und erneut G20 in Pittsburgh im September: Diese Abfolge von Gipfelkonferenzen, induziert von der Finanz- und Wirtschaftskrise, wirft die grundsätzliche Frage auf, welche multilateralen Foren geeignet sind, globale Problemlagen zu bewältigen. Dabei wird insbesondere eine wachsende Zahl von Club-Formaten registriert: von der G7/G8 über den »Heiligendamm-Prozess« und das »Major Economies Forum« bis hin zur G20, die de facto bereits als G20plus getagt hat. Für diese Entwicklung wird der Begriff »Club Governance« genutzt. Doch was ist damit gemeint? Welche Chancen und Grenzen sind mit Club Governance verbunden? Wie verhält sich dieser Ansatz zu anderen Formen globalen Regierens? Inwieweit bietet er eine Antwort auf die Krise des etablierten multilateralen Systems? Welche Rolle können Deutschland bzw. die EU und ihre Mitgliedstaaten dabei spielen?
