Nordkoreas Atombombentest: Die Folgen für die globale und regionale Sicherheit

Abstract

Mit seinem Atombombentest vom 9. Oktober 2006 hat sich Nordkorea als neuntes Mitglied in den Kreis der Nuklearmächte eingereiht. Es ist der erste Staat, der als Unterzeichner des Atomwaffensperrvertrags zunächst völkerrechtlich verbindlich auf Kernwaffen verzichtete, heimlich ein Waffenprogramm fortführte und nun - nach dem Austritt aus dem Abkommen im Jahr 2003 - eine Nuklearexplosion zündete. Dieser Fall hat schwerwiegende Folgen für das nukleare Nichtverbreitungsregime wie auch für die gesamte internationale Ordnung. Die Autorität des Sicherheitsrats der Vereinten Nationen steht auf dem Spiel. Unmittelbar betroffen sind Nordkoreas Nachbarn. China, Japan und Südkorea - sie alle haben sich jahrelang diplomatisch bemüht, ein nukleares Nordkorea zu verhindern. Nun müssen sie Wege finden, mit der Tatsache nordkoreanischer Kernwaffen zu leben - oder diese Entwicklung wieder rückgängig zu machen. (SWP-aktuell / SWP)
