Das Wirtschafts- und Sozialmodell der nordischen EU-Mitglieder: Wachstum, Innovation und gesunde Haushalte trotz hoher Staatsquote

Abstract

Auf dem EU-Gipfel im englischen Hampton Court am 27. und 28. Oktober wurde bei der Suche nach einem geeigneten europäischen Wirtschafts- und Sozialmodell, das Wohlstand nachhaltig sichern und die Herausforderungen der Zukunft meistern helfen soll, wiederholt auf die Leistungen der nordischen Mitgliedsländer verwiesen. Alle drei Länder erzielen trotz - oder wegen - ihrer hohen Staatsquote zukunftssichernde Haushaltsüberschüsse und melden geringe Einkommensungleichgewichte. Ein homogenes nordisches Beschäftigungs- und Steuermodell existiert jedoch nicht. Zwischen den einzelnen Ländern bestehen markante Unterschiede: Finnland leidet unter Dauerarbeitslosigkeit, Dänemark verfolgt EU-weit die unternehmensfreundlichste Steuerpolitik und Schweden hat seinen Sozialstaat massiv zurückgefahren. Mittlerweile ist die Reduzierung der Staatsquote zum verbindenden Merkmal aller drei Länder geworden. Eine Übertragung des nordischen Systems auf die großen EU Volkswirtschaften ist aus strukturellen und historischen Gründen nicht möglich; einzelne wirtschaftspolitische Elemente können jedoch übernommen werden.
