Wie umgehen mit dem "neuen Gaddafi"? Chancen und Risiken der libysch-europäischen Annäherung

Abstract

Die libyschen Kompensationszahlungen an Opfer des »La Belle«-Anschlags und die bevorstehende Reise Bundeskanzler Schröders nach Libyen sind zwei weitere wichtige Schritte auf dem Weg der Annäherung zwischen dem nordafrikanischen Land und der EU. Das hohe Tempo dieser Normalisierung erklärt sich aus gemeinsamen wirtschaftlichen und sicherheitspolitischen Interessen. Allerdings birgt eine allzu bedingungslose Umarmung dieses nach wie vor äußerst autoritären Regimes die Gefahr, daß die mit dem Barcelona-Prozeß und der European Neighborhood Policy (ENP) verfolgte europäische Politik unterminiert wird. Denn vor allem die ENP macht engere wirt-schaftliche Kooperation maßgeblich von Demokratisierung, Rechtsstaatlichkeit und der Einhaltung von Menschenrechten abhängig. (SWP-aktuell / SWP)
