Die erste Sicherheitsstrategie der EU: Ein Kommentar zum Solana-Entwurf

Abstract

Die Europäische Union hat erkannt, daß sie eine Sicherheitsstrategie benötigt. Diese Einsicht kommt nicht von ungefähr, sondern folgt zwangsläufig aus dem wiederholten Versagen der Gemeinsamen Außen- und Sicherheitspolitik (GASP) in akuten Krisensituationen, zuletzt im Irak-Konflikt. Deshalb haben die Außenminister den Hohen Vertreter der EU, Javier Solana, beauftragt, eine Strategie für die GASP und die Europäische Sicherheits- und Verteidigungspolitik (ESVP) zu entwickeln. Der Entwurf wird gegenwärtig überarbeitet und soll Ende des Jahres vom Europäischen Rat verabschiedet werden. Dieser Kommentar empfiehlt, den Zweck einer EU-Sicherheitsstrategie klar zu definieren, die »neuen« Bedrohungen nüchterner zu beurteilen und das strategische Konzept, Mittel und Instrumente der EU-Sicherheitspolitik konkreter zu beschreiben.
