Migrationskrisen in Lateinamerika: Die autoritären Regime von Venezuela und Nicaragua lösen Fluchtwellen aus

Abstract

Der seit 2014 anschwellende Exodus aus dem krisengeschüttelten Venezuela hat sich zu einer Massenflucht entwickelt. Bis zu vier Millionen Bürger könnten bis Ende 2018 ihr Land verlassen haben. Das wären mehr als 10 Prozent der venezolanischen Bevölkerung. Zentrale Motive für diese dramatische Migrationsbewegung sind die Suche nach Schutz durch Asyl und die Hoffnung auf bessere Lebenschancen. Ein weiterer Auswanderungsstrom, wenn auch mit geringeren Dimensionen, geht von Nicaragua aus. Beide Fälle haben spürbare Folgen für die Nachbarstaaten, die unvorbereitet mit einem massiven Zuzug an Menschen konfrontiert sind. Mittlerweile baut sich eine regionale Krise auf. Der Ruf nach humanitärer Hilfe und multilateraler Kooperation wird immer lauter, doch die autoritären Regierungen in Caracas und Managua verweigern sich jeder Zusammenarbeit. Beide Regime sind außenpolitisch isoliert, was politische Lösungen erschwert.
