Brexit und europäische Verteidigung: Nicht die militärischen Fähigkeiten leiden, sondern die politische Gestaltungskraft

Abstract

Großbritanniens Austritt aus der EU, den London im März 2017 beantragt hat, wird auch die Verteidigungspolitik in Europa betreffen. Traditionell organisieren die europäischen Staaten ihre Verteidigung national und in verschiedenen Foren: in der EU, der Nato und in kleineren Formaten. Der Brexit wird die Funktionsweise dieser Formate und ihr Zusammenwirken verändern. Die Folgen für die Gemeinsame Sicherheits- und Verteidigungspolitik der EU (GSVP) werden sich jedoch in Grenzen halten. Die Nato könnte von einem stärkeren Engagement der Briten profitieren, ebenso die kleineren Formate. Gleichzeitig besteht die Gefahr einer politischen Fragmentierung, die wiederum die politische und militärische Handlungsfähigkeit der Europäer zu schwächen droht.
