Friedensprozeß in Sri Lanka am Ende?

Abstract

Die Entlassung mehrerer Minister am 4. November 2003, die Suspendierung des Parlaments bis zum 19. November 2003 sowie Spekulationen über die Verhängung des Ausnahmezustands markieren den bisherigen Höhepunkt des Machtkampfs um die führende Rolle im Friedensprozeß auf Sri Lanka, der zwischen Präsidentin Chandrika Kumaratunge und Premierminister Ranil Wickremesinghe entbrannt ist. Auslöser war dieVeröffentlichung von Friedensvorschlägen der tamilischen Liberation Tigers of TamilEelam (LTTE) am 31. Oktober 2003, die vor allem in ihrer Partei, der Sri Lanka Freedom Party (SLFP), und der People's Alliance (PA) heftig kritisiert wurden. Ihnen geht es darum, allzu weitreichende Zugeständnisse der von der United National Front (UNF) gebildeten Koalitionsregierung an die Tamilen zu verhindern. Die damit ausgelöste Regierungskrise zeigt erneut, daß eine Regelung des Konflikts nicht nur von einer Verständigung mit der LTTE abhängt, sondern auch vom Konsens der beiden großen singhalesischen Parteien. Mit der Ankündigung Norwegens, seine Vermittlungsbemühungen angesichts der unklaren politischen Verhältnisse vorübergehend ruhen zu lassen, steht der Friedensprozeß vor einem Scherbenhaufen.
