Keine Ruhe in Kaschmir: Die Auflösung des Bundesstaats und die Folgen für Indien

Abstract

Die Entscheidung der indischen Regierung vom 5. August, den Bundesstaat Jammu und Kaschmir in zwei Unionsterritorien zu teilen, hat die internationale Aufmerksamkeit wieder einmal auf die Krisenregion im Himalaya gelenkt. Pakistan protestierte gegen diesen Schritt und erreichte mit Hilfe Chinas, dass sich der Sicherheitsrat der Vereinten Nationen am 16. August 2019 erstmals seit 1971 wieder mit der 'indisch-pakistanischen Frage' befasste. Die informelle Konsultation endete ohne eine offizielle Erklärung, aber Indien und Pakistan sahen ihre Positionen bestätigt. Neben der erneuten Zunahme der Spannungen zwischen beiden Staaten wirft der Beschluss zu Kaschmir aber auch grundsätzliche Fragen zur künftigen Ausgestaltung des Föderalismus und des Säkularismus in Indien auf.
