Kuba in der Wirtschaftskrise: Versandet das begrenzte Reformprogramm Raúl Castros?

Abstract

Die kubanische Wirtschaft steckt in einer tiefen Krise. Das »System Raúl Castro« steht vor einer Bewährungsprobe, reagiert auf den Konjunktureinbruch jedoch ausschließlich mit Austeritätsprogrammen. Die Folge sind Versorgungsengpässe und Energierationierung. Doch auch die Unzufriedenheit der Bevölkerung mit dem System wächst. Erstickt das Regime an seinem begrenzten Erneuerungswillen oder vermag die Krise Kräfte freizusetzen, um Reforminitiativen zu ergreifen? Bislang deutet vieles darauf hin, dass die Blockierer innerhalb des Partei- und Regierungsapparats angesichts der unsicheren Erträge und Kosten eines Reformprogramms ihre Position nicht aufgeben werden und machtpolitische Gesichtspunkte eine Vertagung des Wandels nahelegen
