Nahrungsmittelkrisen und die falsche Angst vor der Globalisierung

Abstract

Die weltweite Nahrungsmittelkrise ist in eine neue Phase getreten. Nachdem sich die Unruhen in den Ländern mit den größten Versorgungsproblemen etwas gelegt haben, ist nun eine Phase handelspolitischen Aktionismus angebrochen: Während sich große Exporteure von Grundnahrungsmitteln wie Argentinien und Thailand vom Weltmarkt abschotten, fördern große Importeure Nahrungsmittelzuflüsse, indem sie ihre Märkte öffnen. Dieser Versuch, die heimische Versorgung kurzfristig zu sichern, kann langfristig fatale Folgen haben - für den Weltmarkt wie für die Stabilität des eigenen Agrarsektors. Mit welchen handelspolitischen Strategien lässt sich auf künftige Krisen besser reagieren? Welche Spielräume bestehen dafür im Regelwerk der Welthandelsorganisation (WTO) und sollten in den laufenden Verhandlungen ausgeschöpft werden? Welche Leitbildfunktion für einen nachhaltigen Weltagrarhandel kann die Europäische Union (EU) auch ohne erfolgreichen Abschluss der WTO-Runde übernehmen?
