Mehr Legitimität durch höhere Quoten? Eine Ad-hoc-Quotenerhöhung leitet die zweite Reformphase beim IWF ein

Abstract

Das Ergebnis der Jahrestagung von IWF und Weltbank, die am 19. und 20. September in Singapur stattfand, war ein wichtiger Schritt im schwierigen Reformprozess der Bretton-Woods-Institution: Mit einer Mehrheit von rund 90 Prozent stimmten die IWF Mitglieder für die bis zuletzt umstrittene Erhöhung der Quoten der vier am stärksten unterrepräsentierten Mitgliedstaaten Mexiko, Südkorea, China und Türkei um insgesamt 1,8 Prozent der Gesamtquoten. Nun steht die ungleich schwierigere zweite Phase der Verwaltungsreform des IWF an. Dem mittelfristigen Strategiepapier von IWF Chef Rodrigo de Rato zufolge sollen sich die IWF-Mitglieder bis Herbst 2008 auf eine neue Berechnungsformel für Quoten und Stimmrechte einigen. Durch die Reform soll die Legitimität des Währungsfonds insbesondere in der Wahrnehmung der IWF-kritischen Schwellen- und Entwicklungsländern dauerhaft gesichert und eine breite Basis für die Neuorientierung des IWF gefunden werden.
