Gewalteskalation im Kaukasus, Verhärtung in Rußland

Abstract

Die bislang dichteste Serie von Terroranschlägen in Rußland zwischen dem 24. August und 1. September 2004 steht mit insgesamt 430 Todesopfern für eine neue Dimension von Gewalt. Die Geiselnahme von Kindern im nordossetischen Beslan hat der Politik eine Reihe von Lektionen erteilt: die totale Entgrenzung terroristischer Gewalt in Hinsicht auf die »Weichheit« ihrer Anschlagsziele, das Gesamtbild von Instabilität im Nordkaukasus sowie die Perspektive weitreichender Verhärtung Rußlands in Reaktion auf die wahrgenommenen Bedrohungen. Bei aller Komplexität der Konfliktlage in der kaukasischen Peripherie Rußlands und ungeachtet der Ausweitung terroristischer Gewalt bleibt das ungelöste Tschetschenienproblem in diesem Kontext der zentrale Faktor.
