Ein Europäisches Freiwilligenkorps für humanitäre Hilfe: Von den Amerikanern lernen

Abstract

Nach dem Tsunami in Asien Ende 2004 hat das Erdbeben in Haiti Anfang 2010 abermals die Unzulänglichkeiten der europäischen Krisenreaktionsfähigkeit erkennen lassen. Die zuständige EU-Kommissarin Georgieva kündigte für die zweite Jahreshälfte einen konkreten Vorschlag an, wie ein Europäisches Freiwilligenkorps für humanitäre Hilfe zügig eingerichtet werden könnte. Dessen Mandat, Finanzierung und Managementstruktur werden entscheidend über den Erfolg des Korps bestimmen. Rechtzeitig zum Europäischen Freiwilligenjahr 2011 wären die Mitgliedstaaten gut beraten, die europäischen Krisenmanagementfähigkeiten um ein solches Freiwilligenkorps zu bereichern, das nach dem Modell des US Peace Corps ausgestaltet werden sollte
