Paradigmenwechsel in Afghanistan: Eigenverantwortung der afghanischen Regierung statt Geberprioritäten

Abstract

Manche Teilnehmer dürften die Pariser Afghanistan-Konferenz Mitte Juni nutzen, um angesichts bevorstehender Wahlen im eigenen Land der Kritik entgegenzuwirken, die sich unter heimischen Wählern am Afghanistaneinsatz breitmacht. Präsident Karzai, der sich ebenfalls im Vorwahlkampf befindet, wird für einen Paradigmenwechsel plädieren, um sich von dem Ruf einer »Marionette der Geber« zu befreien. Er fordert »government ownership« und stützt sich dabei auf zwei neue Strategiepapiere für die Zeit bis 2013. Das gestiegene Selbstbewusstsein der afghanischen Führungseliten einerseits und die zu vollziehende Anpassung der internationalen Stabilisierungsziele andererseits legen es nahe, die politische Verantwortung schrittweise bis 2013 an die afghanische Regierung zu übergeben. Die verbleibende Frist sollte intensiv für den Aufbau von Kapazitäten afghanischer Partner genutzt werden, vor allem der Armee
