DR Kongo: Etappensieg. Bei der Präsidentschaftswahl bleibt die internationale Gemeinschaft gefordert

Abstract

Erstmals seit 41 Jahren hat die Demokratische Republik Kongo wieder demokratisch gewählt. Die erste Runde der Präsidentschafts- und Legislativwahlen am 30. Juli verlief relativ reibungslos, was angesichts der enormen logistischen Herausforderungen nicht zu erwarten war. Da kein Präsidentschaftskandidat die absolute Mehrheit erreicht hat, kommt es voraussichtlich am 29. Oktober zur Stichwahl zwischen Amtsinhaber Joseph Kabila (unabhängiger Kandidat) und Vizepräsident Jean-Pierre Bemba (Führer der ehemaligen Rebellenbewegung MLC). Die Bekanntgabe der vorläufigen Ergebnisse am 20. August war Auslöser bewaffneter Auseinandersetzungen zwischen der Präsidialgarde Kabilas und den Milizen Bembas in Kinshasa. Nur die militärische und diploma-tische Intervention der UN-Friedensmission MONUC, die von der europäischen Eingreiftruppe EUFOR und dem Internationalen Komitee zur Begleitung der Transition (CIAT) unterstützt wurde, konnte eine Eskalation der Gewalt verhindern. In der Nationalversammlung erzielte die Parteien-Allianz Kabilas eine Mehrheit, die ihr den Posten des Premierministers und damit das Recht auf Regierungsbildung sichern könnte. (SWP-aktuell / SWP)
