Selbstisolierung von Belarus: Konflikte mit Polen und anderen Nachbarstaaten als Sicherheitsproblem der EU

Abstract

Im Sommer 2005 hat sich Belarus außenpolitisch weiter isoliert. Die Beziehungen zu Polen sind nach der Ausweisung von Diplomaten und Übergriffen auf Angehörige der polnischen Minderheit in Belarus unterbrochen. Mit rhetorischen Ausfällen gegenüber Litauen und Lettland, Ukraine und Georgien hat sich das System Lukaschenko ins außenpolitische Abseits manövriert. Die Nachbarn Ukraine, Polen, Litauen und Lettland haben sich auf die Koordinierung ihrer Belarus-Politik verständigt. Eine geschlossene EU-Position fehlt hingegen, nicht zuletzt mit Rücksicht auf Rußland. Doch auch die Beziehungen zwischen Belarus und der Russischen Föderation sind gestört. An der Ostgrenze der EU braut sich ein Konflikt von überregionaler Reichweite zusammen. (SWP-aktuell / SWP)
